The 'Change Owner' Button Is Missing When Accessing Instance With Internal Owner

When an internally owned Instance is sent to a customer (i.e. a loaner), the Change Owner' Button is not displayed on the General Tab Page in Install Base.

Expect to be able to change the Bill To, Ship To, Installed At and Current Location. This functionality worked in 11i.

The issue can be reproduced at will with the following steps:

1. Navigation: Oracle Installed Base Agent User >> Item Instance >> Item Instances
2. Query for an Internally Owned Instance >> Click on the 'Update' icon
3. Observe that the 'Chang Owner' button is not available
