First Responder wins voting method fails for OPM Quality (Doc ID 1399760.1)

When attempting to generate workflow notification for OPM Quality specification status change using 'First Responder Wins' as voting method, the following error occurs.

Error ORA-20001: Oracle Approvals Management has found parallelization

Error Message
ORA-20001: Oracle Approvals Management has found parallelization configuration details. The context in which ame_api has been invoked does not support parallelization.

Error Stack
AME_API.check11510(78231) AME_API.clearAllApprovals(78232) Wf_Engine_Util.Function_Call(GMDQSPEC_APPROVAL_WF_PKG.IS_APPROVAL_REQ, GMDQSPAP, 4321-42900875, 210641, RUN)

1. Setup AME approval group voting method as 'First Responder Wins' and create approval rule using this approval group.
2. And then enable business event OPM Quality Spec Status Change Approval.
3. Now try to change the specification status to Approved for general use. Notice that no notification is generated.
4. In status monitor see below for the above business event, Error ORA-20001: Oracle Approvals Management has found parallelization
