JBO-25030 Error When Employee Candidate Applies for a Job (Doc ID 1400767.1)

Symptoms

When an employee candidate applies for a job, the following error occurs:


oracle.apps.fnd.framework.OAException: oracle.jbo.InvalidOwnerException: JBO-25030:
Failed to find or invalidate owning entity: detail entity EstablishmentQualificationsEO, row key null.

The issue can be reproduced at will with the following steps:
1. Log on to the Applications.
2. Choose the responsibility 'iRecruitment Employee Candidate.'
3. Go to the jobs page.
4. Choose a job and click on the 'Apply Now' link.
5. Click 'Next' on the 'Review Account' page.
