Symptoms
Multiple Rates are available that are for varying Modes. For example, the following rates are listed in the order of cheapest to more expensive:
a) TL Rate - cheapest
b) LTL Rate - more expensive than Rate "a"
c) TL Rate - most expensive
A shipment is created and tendered to the first rate (i.e. cheapest TL). This carrier Declines the tender. When the shipment is retendered to the next carrier, it is tendered automatically to the next TL carrier skipping the cheaper rate for the other mode (i.e. skips the LTL rate)
