ACTUAL BEHAVIOR

The service contracts QA check validates customer accounts on expired lines

EXPECTED BEHAVIOR
-----------------------
The service contracts QA check shouldn't validate customer accounts on expired lines.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. (R) Service Contracts Manager/ Super User
2. (N) Launch Contracts
3. Query a contract-> Open contract for update-> Tools -> QA Check
