ACTUAL BEHAVIOR

AME Pre-Chain of Authority action type is not working as expected.  The approver is added at the end of the approval list.

EXPECTED BEHAVIOR
-----------------------
Expect approver to be added at the beginning according to Pre-Chain of Authority setup.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create AME rules and conditions and include action type Pre-Chain of Authority for approver group
2. Create requisition in iProcurement
3. Correct approvers are pulled but expected Pre-Chain of Authority approver is added at the end of approval sequence
