530 5.7.1 Client was not Authenticated - Not Receiving Workflow Email Notifications

Symptoms

Workflow Email Notifications are not being received and the following error message can be found in the Workflow Mailer logs:

SVC-GSM-WFMLRSVC-40240-10006 : oracle.apps.fnd.wf.mailer.SMTPMessageHandler.sendMessages(String)]:MessagingException -> javax.mail.MessagingException: 530 5.7.1 Client was not authenticated
