Attempting To Expire A User Role Assignment Using wf_local_synch.propagateuserrole Fails With ORA-20002: 4016: User/Role relationship for user XXXX and role XXXX already exists (Doc ID 1406377.1)

On R12.1.3, when trying to expire a user role using the procedure wf_local_synch.propagateuserrole as follows:

exec wf_local_synch.propagateuserrole(
p_user_name => 'HAYESW',
p_role_name => 'UMX|XXHR_MSS_PAY_CLAIMS',
p_start_date => to_date('23-SEP-2008','DD-MON-YYYY'),
p_expiration_date => to_date('23-SEP-2008','DD-MON-YYYY')

This displays the following error:

ERROR at line 1:
ORA-20002: 4016: User/Role relationship for user 'HAYESW' and role 'UMX|XXHR_MSS_PAY_CLAIMS'
already exists.

Steps To Reproduce
1. Execute the API wf_local_synch.propagateuserrole to expire a role.
