ACTUAL BEHAVIOR

Orders, with a ship set on the order lines, that are on a scheduling hold when the schedule orders program runs get stuck because they are not scheduled (as expected) but the workflow progresses or errors. After releasing the hold, rerunning the schedule orders program doesn't pick up these orders regardless of the scheduling mode. You must manually schedule the orders using the sales order lines form. This additional work cannot be sustained by the business.
EXPECTED BEHAVIOR

Expect order line should not progress to awaiting shipping when hold exist on the line.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Book an order that will go on scheduling hold. The order line workflow is the Oracle Standard "Line Flow - Generic, With Manual Scheduling".
2. Run Schedule Orders concurrent program with the scheduling mode of "Progress Lines at Schedule-Eligible Activity"
3. Find line progress to awaiting shipping although the hold is not released.
4. Release hold.
5. Unable to progress the line by Schedule Order program because line is at awaiting shipping instead of scheduling eligible.
