ROI Transactions Intermittently Fail With "ORA-00054: resource busy" or Deadlock Error (Record in po_interface_errors table May or May Not Exist) (Doc ID 1409184.1)

Symptoms

Intermittently, Receiving Transaction Processor fails transactions but may not insert error details in po_interface_errors table.  When resource busy/deadlock error is not shown in po_interface_errors table, debug details show error as noted below.

Steps to reproduce:
1. Populate rcv_headers_interface and rcv_transactions_interface with multiple records (specify multiple group_ids)
2. Run multiple Receiving Transaction Processors (some with group_ids specified)

The following errors may be noted in Receiving Transaction Processor debug log (there may be no error details in po_interface_errors):
ORA-00054: resource busy and acquire with NOWAIT specified or timeout expired
or
ORA-00060:deadlock detected while waiting for resource ORA-06512
