GLOOAP Error OOAP0019 When Open Period Caused By Missing Periods In gl_period_statuses (Doc ID 1410683.1)

Symptoms

When attempting to open a period, the following error occurs:

Error
------
OOAP0019: There are not enough periods defined in your Calendar. Please define your future enterable periods.

This message can happen in the following circumstances :-
1. The periods are genuinely not defined in the calendar.
2. The periods are defined but still get the error when try to open them

OR

Cannot open new periods for the new year in General Ledger.
The periods do not appear on the Open and Close Periods form.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. GL Superuser
2. Setup > Open Close (Periods)
3. Unable to open the next available open period

Changes

Populate GL_PERIOD_STATUSES with missing periods.
