When attempting to progress order line in Fulfill activity,
the following error occurs in Workflow Background Process log file.

OKS_OMINT_PUB.GET_SVC_SDATE RETURNED STATUS:E
EXITING UPDATE_SERVICE_DATES: ,
After calling update_service_lines()
The issue can be reproduced at will with the following steps:
1. Run workflow background process for order line
2. Review the log file
