RFI Responses (Number) Not Being Updated In Published Negotiations Dashboard. (Doc ID 1413984.1)

On Release 12.1.3, RFI Responses (number) are not being updated in Published negotiations dashboard. However if user will search / re-query the RFI # , the application shows the correct number of responses.

It is expected that when the user goes to the dashboard they should see the correct number of responses

Steps To Reproduce
1. Create an RFI with seeded negotiation style "Supplier Qualitative Performance Evaluation" and apply a template.
2. Create an evaluation team for "Evaluation and Scoring".
3. Select evaluation team.
4. Create RFI controls with dates.
5. Add supplier to be evaluated to the RFI.
6. Publish the RFI. and check the negotiations list.
7. Log out
8. Log in as Evaluator user and complete the scoring and submit responses back.
9. Evaluator logs out AFTER submitting responses
10. Log in as RFI owner to check the RFI  status.
-- Observe that RFI  shows 0 responses.
11. Re-query the RFI in the "Search Published Negotiations" by number box field.
-- Observe RFI now shows 1 Response as expected.
12. Click on "Return to Negotiations" at the bottom of page to return to dashboard.
-- Observe that RFI shows 0 responses.

The application page does not refresh with the response value.
