SPR Notifications Are Setup, But Not Being Sent To User (Doc ID 1414137.1)

SPR Notifications are not being sent to the User. In workflow status monitor, there is no reference to any OZF workflow processes. See below steps,

1. Removed all existing SPR notifications.
2. Action: Saved
3. Added SPR notification
-Status: Pending Approval
-User Role: Vendor Approver
-Notification Name: Request Submitted - Vendor Notification
4. Action: Saved
5. Goto System Administrator > System Profiles ... verify the following 2
profile settings at ALL levels.
-PV: Default Vendor User (Channel Mgr.)
-OZF: Default Special Pricing Request Approver
6. Log in as user TRADEMGR > Trade Management User
-Create New SPR (Bid Request), Added Product. Saved / Submitted
-The SPR 'SPR516' was now in 'Pending Approval' which should have
triggered the notification to the approver
7. Logged in as customer user, no notification.
8. Logged into Workflow Admin and checked for any OZF% workflow, none

-Workflow Event oracle.apps.ozf.request.SpecialPrice.approval is Enabled.

-Yes, workflow listener is running. Other notifications are being sent
through workflow as they tested creating sales order and user received
