E-Business Suite Applications DBA, Post Upgrade related issues

  

After upgrading to 12.1.3 when the administrator attempts to start services the following error occurs:

adopmnctl.sh: Starting Oracle Process Manager (OPMN)

libopmnoraclenls.so: unable to open library
main: NLS initialization failed!!
libopmnoraclenls.so: unable to open library
main: NLS initialization failed!!
libopmnoraclenls.so: unable to open library
main: NLS initialization failed!!
opmnctl: opmn start failed.

adopmnctl.sh: exiting with status 2
