EBS WMS: Pending Transaction With Error "Invalid LPN context for this transaction"

Symptoms
When attempting to close the period they find they have a Pending Transaction with the following error
ERROR

Error Code = Transaction Processor Error
Error Explanation = Invalid LPN context for this Transaction
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Inventory-->Accounting Close Cycle--> inventory accounting Periods
