After 13485803, Quantity Issued Is Null In Self-Service (Incorrect) But Correct In Forms

Symptoms


Self-Service Apps show zero issued quantity to an EAM Work Order when issued from on-hand quantity.  It should show quantity issued


The issue can be reproduced at will with the following steps:
1.  Apply <Patch.13485803>
2.  Issue Material to a Work Order.  The component issued has On-Hand quantity
3.  See that Self-Service shows zero issued quantity for the Work Order.
4.  Forms shows the correct issued quantity


The issue has the following business impact:
For self-service work orders, users cannot rely on self-service material tab being correct.
