The existing LTC element entry should not be update when LTC is claimed for second time.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Go to India Employee Self Service --> Bill Declaration --> LTC Expenses
2. Apply for the LTC claim
