Symptoms

Actual Behavior
When a Work Order is created shortly after a period is opened, transactions against the work order will error.

Error
Missing record for WO in WIP_PERIOD_BALANCE table

Expected Behavior
The transactions should process without error.

Steps
Scenario 1 (For Work In Process):
1. In the month end when the user open the next month period on last day of the month (31-DEC-2011 4.11.30pm)
2. Then another user create WO with release status at almost same time (31-DEC-2011 4.11.56pm).
3. The system fails to insert the record in WIP_PERIOD_BALANCE for that particular WO

Scenario 2 (for Enterprise Asset Management):
1 thru 3. See Scenario #1.
4.   The issue happens if the user change the WO status from Draft/ unreleased to released while period open is ongoing
