ACTUAL BEHAVIOR
---------------
RTV accounting is having unbalanced accounting for tax amount.The tax amount displayed in return to receiving is different from return to vendor value in receipt tax form.

EXPECTED BEHAVIOR

Expects that the accounting should be balanced

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Receipt
2. Perform RTV
3. Query the receipt and check RTV accounting through tools > View
Accounting

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot have correct accouting
