Receiving Transaction Processor Doesn'T Check Lot/Sn Missing In Rcv Txn Interface.

For WMS organization, while doing a Putaway transaction, Receiving transaction processor doesn't check Lot/Serial Number missing when processing data in RCV_TRANSACTIONS_INTERFACE table, if the LPN_id or transfer_lpn_Id is not null.
Receiving transaction processor is still able to process these Receiving transaction data into RCV_TRANSACTIONS table.
This will cause subsequent Putaway transaction failure with this
Error message:
"|Error:Can not move this entire LPN|Put away rule fails to find a destination locator that meets the rules restrictions."

Steps to reproduce
Warehouse Management responsibility>Inbound>Move LPN>Drop>get the error
