Goal
In 11.5.10.2 in PROD:
In Sales Orders form, When trying to change the order header transaction type for a sales order in Entered status with no SO lines created, the following error is displayed:

You cannot change to an order/line type with a different workflow because the workflow has been started
EXPECT THAT....
-----------------------------
would expect users to be able to change the order type, since the order is Entered and there are not lines.
