Mobile Field Service: Unable to See Server-Side Created Parts Order (Doc ID 1420733.1)

Symptoms

After downloading tasks in Mobile Field Service (MFS) and creating parts order in Field Service Technician Portal (FSTP) and performing a synchronization, the user cannot see parts order in MFS.
This happens even after applying Patch 11798257, which ensures the MFS hooks are called to download the data (as per <Note 1343605.1> - Parts Requirement HTML Page Does Not Send Records to Mobile Field Service Clients).

The relevant data is synchronized to the mobile device, but it is not showing up in the laptops UIs.
The Parts Orders can be seen in MFS if the parts requirements were created before the first synchronization.

EXPECTED BEHAVIOR

Expect to see parts order created after Task has already been downloaded to MFS.

STEPS
-----------------------
1. After downloading tasks in MFS and creating parts order in FSTP and sync.
2. Can not see parts order in MFS.
3. Can see parts Order in MFS if parts requirements is created before first sync
