Accents and Other Non-English Language Characters Shown as Junk in Clause Title and Section Title (Doc ID 1423395.1)

Foreign characters, such as ones with accents, are shown as junk characters in the Clause Title and Section Title after making changes to a Contract Template.

Steps To Reproduce:
1. Go to (R) Contract Terms Library Administrator (N) Contracts > Contract Templates
- Create a contract template with Spanish text characters in clause titles and in section titles

2. Go to (R) Purchasing (N) Purchase Orders > Purchase Orders
- Create a Purchase Order.
- Click on the Terms button
- Click on Author Contract Terms button, this will open a new browser page 'Contract Terms'

3. In the Contract Terms page select and Apply a template to the PO
- Section names with accents appear as junk in the Terms page.
- Preview PDF also shows correctly.
Note: No download/upload at this point.

4. Create another PO and apply the same template.
- Now section names appear correctly with correct accents
- Preview PDF also shows correctly.

5. Now download the contract.
- Downloaded contract has proper accents.

6. Make changes to the clause text and upload again.
- Now in the review changes page, accents appear as junk characters.
