WMS Cycle Counts With Zero Count Quantity and Non Zero System Quantity Are Getting Automatically Approved (Doc ID 1426067.1)

Goal

When reviewing cycle counts in Count Adjustment Approval Summary form (INVAMCAP) in a WMS organization, some counts would appear with the following:

Count Qty = 0 ** Quantity entered by the user (counter)
System Qty > 0 ** Quantity counted by the system when generating the count request
Quantity = 0 ** Adjustment Quantity

These counts are getting automatically approved in spite of "Approval:Required" parameter being set to Always at cycle count header level, in "Adjustments and ABC" tab of the Cycle Counts form. (INVADCYC)

Why is this happening?
Since there is a discrepancy between the Count Quantity and the System Quantity, one would expect the count to go to manual approval instead.

The issue has been reported with auto-scheduled count entries.
