Operation Resources Not Scheduled In Jobs For Phantom Items

Symptoms
On : 12.1.2 version, Even if BOM Parameters Use Phantom Routings is checked and Inherit Phantom Op Seq is also checked, when creating a job for assembly containing phantom item, the Scheduled flag for the phantom resources is not inherited from the Phantom routing
EXPECTED BEHAVIOR

Expect that if in Phantom Routing the resources have Schedule flag as yes, same value will be inherited into any created JOB
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create phantom routing with resources having Schedule flag as yes
2. In BOM Parameters set "Use Phantom Routings" and "Inherit Phantom Op Seq" to Yes
3. Create new job > see Resource Requirement > schedule flag is No
