After 11g Upgrade, Dunning Failing: ORA-01858: a non-numeric character was found

Symptoms
You have recently upgraded your RDBMS to 11g and now find the work items to send dunning letters showing status = In Error.
Reviewing the Workflow, you see something like this:
Monitor Activity History screen
activity history for IEXSTFFM, 47118
Fulfillment Failed
Strategy send work item failed
system error
Your FND Debug taken while reproducing this issue shows something like this:
