After 11g Upgrade, Dunning Failing: ORA-01858: a non-numeric character was found (Doc ID 1427063.1)

You have recently upgraded your RDBMS to 11g and now find the work items to send dunning letters showing status = In Error.

Reviewing the Workflow, you see something like this:
Monitor Activity History screen
activity history for IEXSTFFM, 47118
Fulfillment Failed
Strategy send work item failed
system error

Your FND Debug taken while reproducing this issue shows something like this:
OAF LOG: Event : Check Errors, in: oracle.apps.fnd.framework.OAException:
Exception: ORA-01858: a non-numeric character was found where a numeric was
expected ,In VO: null

GetXmlData: Exc_Error:ORA-29532: Java call terminated by uncaught Java
