Marketing List Import Fails For Garbled Russian Characters

Information in this document applies to any platform.
The client maintains the customer data in Russian/Ukrainian language however when they are trying to do a List Import, via a csv, the Russian data is garbled and also contains question marks such that the List Import fails.
Marketing User > Campaign Dashboard > Audience Administration > Import > Create Import,
field mapping contains null data as the excel containing the Russian characters is garbled.
