R12: AP: Payment Process Request (PPR) shows Payment Created but Payment Documents not Created (Doc ID 1429890.1)

Symptoms

Unable to process ACH Payments

A Payment batch / Payment Process Request (PPR) encountered an error during formatting.

The payment documents were not created but the PPR has status 'PAYMENTS_CREATED' and the invoices are stuck in 'Selected for Payment' status.

The error shown in the PPR formatting stage standard log file is:

oracle.apps.iby.exception.PSException: An error has occured while updating instruction and payment statuses and marking them as complete.
at oracle.apps.iby.scheduler.FDExtractAndFormatting.postResults(FDExtractAndFormatting.java:532)
at oracle.apps.iby.scheduler.FDExtractAndFormatting.runMainLogic(FDExtractAndFormatting.java:324)
at oracle.apps.iby.scheduler.FDExtractAndFormatting.runProgram(FDExtractAndFormatting.java:154)
at oracle.apps.fnd.cp.request.Run.main(Run.java:157)

An error has occured while updating instruction and payment statuses and marking them as complete.
An error occurred. Roll back any changes.

 

Steps to reproduce:

  1. Log into Oracle Applications using a Payables responsibility.
  2. Open the "Payments Manager Dashboard"
    (N) Payments > Entry > Payments Manager
  3. Submit a New Single Payment Process Request (PPR)
  4. PPR processing continues OK until the Payment Formatting stage.
  5. Format Payment Instruction concurrent Log file shows the Error described above.

Changes

Data-Fix script ibytermpi(.sql), provided by Oracle Support, was attempted but did not fix the problem PPR.
