TeleService Problem Codes Mapped To Inventory Items Without a Category Are Not Appearing On The Service Request Form (Doc ID 1430554.1)

The Problem Code LOV (List of Values) in the Service Request form, Workbench tab does not show any values even though Problem Codes have been mapped to the Item being used.
This was working in but not after upgrading to 12.1.3. The problem is specific to Items that are used and that are not included in a Category.

Expected Behavior

Expect to see Problem Codes that are mapped to the item used in the Service Request header appear in the LOV.

Steps To Reproduce

1. Use an Item that is not part of a category.
2. Map Problem Codes to an Item.
3. In the SR form, enter the Item (Category field is blank) and navigate to the Problem Code LOV, it is blank.


Upgrade from 11i to 12.1.3.
