Symptoms
In R12, when attempting to calculate tax for a supplier site having country Serbia or Kosovo or a recently added or changed country, the following error occurs:

Unable to determine the Country code for the location id: 2545950 and location type: Bill From
Geography hierarchy data has been defined for Serbia.
Steps to reproduce:
1. Create an invoice and select vendor from the country with an issue.
2. After selecting tax rate, try to calculate tax. Error occurred and tax cannot be calculated.
When country of the vendor is changed to any of the countries, the same tax rate can be calculated.
