Receiving Transactions Fail with RVTBM-120: Subroutine rvtptcontrol() returned error (Doc ID 1431721.1)

On Application Release 12.0.6 in production instance, after upgrading to RDBMS, users are  unable to complete any receiving transactions.

When submitting the receiving transactions, the receipt number is created but there is no transaction performed and the Purchase Order is still showing as outstanding to be received.

When receiving in Immediate Mode RVCTP log file shows the following errors:

Concurrent program RVCTP returned error
Cause: RVCTP encountered an internal error. Parameters: RVCTP,IMMEDIATE,1347252,
Action: Note both this error number and the actions you are trying to perform. Contact your system administrator
RVTBM-008: Subroutine rvtbm_immediate_mngr() returned error
Cause: Subroutine rvtbm_immediate_mngr() returned an internal error.
Action: Note this error number and the actions you are trying to perform. Contact your syste
RVTBM-120: Subroutine rvtptcontrol() returned error

The issue can be reproduced at will with the following steps:
1. Create a Plain item, lot item, lot serial items
2. Create PO for all these items.
3.Perform Standard Receipt and deliver for the Purchase Order
