DQM Issue: DQM Serial Synchronization Index Program Is Going To Pending Status

Symptoms

DQM Serial Sync Index Program gets kicked off and goes to pending state.  It does not complete.

Steps to Reproduce:
Responsibility: System Administrator
Navigation: Profile -> System
Query for Profile option = HZ: Enable DQM Party Search set to YES (This turns off/on DQM) at site level

Responsibility: Customers Online Super User
Navigation: Admin Tab > DQM > Synchronization method is set to Automatic

Responsibility:Receivables Manager
Navigation: Customers > Standard
After making changes in Receivables Customer UI screen for an account the DQM Serial Sync Index Program gets kicked off and goes to pending state.
