On : 12.1.3 version, EB Tax
ACTUAL BEHAVIOR
---------------
Tax from PO is copied onto AP document although the "Enforce Tax from Reference Document" option is unchecked.
EXPECTED BEHAVIOR
-----------------------
Tax from PO must not be copied onto AP document if the "Enforce Tax from Reference Document" option is unchecked.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Uncheck "Enforce Tax from Reference Document" option for existing configuration option.

The issue has the following business impact:
Due to this issue, users cannot avoid that tax from PO being copied onto AP document.
