Why Is Cancelled Quantity On Order line Not Reflected When UnderShipped Tolerance Is Set to 100%?

Why is an undershipped order line not reflecting a quantity in the cancelled quantity field on the order line of the sales order when the undership tolerance is set to 100%?

For example, the original order quantity was 50, but only a quantity of 45 was shipped. Cancelled quantity on the delivery was systematic with the tolerance set to 100%. 
Shipping 45 out of 50 is still under the shipping tolerance limits, so the line is successfully progressed to fulfillment.  The cancelled quantity can be seen for the delivery detail,
but doesn't get updated with the difference in ordered and shipped quantities on order line. 

The expectation is to see a quantity of 5 in the cancelled quantity field  instead of 0 on the order line of the sales order.
