Processing Constraints - You are not allowed to Update, Cancel or Split the Sales Order Line (Doc ID 1433803.1)

On : 12.1.3 version, Transaction Control
Upgrade instance from 12.0.6 to 12.1.3.

Processing Constraints issue in 12.1.3
System is not allowing to Update, Cancel or Split the Sales Order Line.
Issue happens to newly created Sales order line in Awaiting_Shipping status.
In the processing constraints setup screen shot, you may notice that all conditions like Validation Entity, Record Set, Validation Template and User Message are missing for Order Line split constraints.
Same problem for Cancel constraints and also we are getting an error while changing Order Line quantity.


You are not allowed to Cancel Order Line
You are not allowed to Split Order Line
ORA-01403: No Data Found in package OE_SCHEDULE_UTIL Procedure Split_Scheduling


The issue can be reproduced at will with the following steps:
1. Open an existing Order
2. Goto Line Tab
3. Enter a New Line and Save It
4. Now, try to update or Split or Cancel the same line. Getting error messages
