On : 12.1.3 version, Person / Assignment Issues In Production
When attempting to open the assignment form of an employee to update it the following error occurs.

APP-PAY-07092: This action is invalid for the current record.
STEPS
---------
The issue can be reproduced at will with the following steps:
1. Login into HRMS Manager Responsibility
2. Go to Enter and Maintain form
3. Query for the employee
4. Go to assignment form
5. Update the assignment
6. Get the error message
