JVMs are having Out Of Memory issues and throwing java.lang.NullPointerException errors after upgrading to 12.1.3 (Doc ID 1435059.1)

Symptoms

Upgraded from 11.5.10.2 to 12.13 and the system appears prone to freezing.

When it happens the only options that work are the ones that minimize/maximize a screen
