When creating an ECO to disable a component on a revised item.
The issue can be reproduced at will with the following steps
The following two steps are executed within one sqlplus session:
1) When first creating a BOM for an already existing item, CS_Test_Assem_30 with one already existing component CS_Test_Comp_30_A using the BOM_BO_PUB.PROCESS_BOM API.
2) Afterwards when trying to create a new ECO with revised item "CS_Test_Assem_30" and add two revised components using ENG_ECO_PUB.PROCESS_ECO API
The following Caution message is displayed:
The effectivity dates you have entered are overlapping with the existing dates for the component &REVISED_COMPONENT_NAME on the bill.
The message was always displayed no matter what component was disabled and regardless of whether or not any other actions exist on the ECO.
