Garnishment Elements Not Being Deducted for Some Employees

Symptoms
An Employee has three recurring Wage Attachments elements in a pay period. Employee has sufficient funds in the pay cycle for the garnishment deduction. The total garnishment amount in that pay period is less than the 25% of the disposable income. Still, one of the three Involuntary Deductions amount is calculated as zero. When only two wage Attachment elements are allowed to process in the payroll run, both get calculated fine.
Why is the system not processing the third element?

The issue can be reproduced at will with the following steps:

Tax Deductions = 46.10
Fed Tax Levy 1 (Category = Tax Levy) = 100.00
Wage Orders 2 (Category = Garnishment) = 46.64
SOE does not show State Tax Levy 1 (Category = Garnishment)
Test 2: Only two Wage Attachment elements included in quickpay run.
State Tax Levy 1 (Category = Garnishment) shows the deduction amount this time.
Test 3: Do not include Fed Tax Levy (Category = Tax Levy) in the Run.
