ACTUAL BEHAVIOR
---------------
When a cycle count task is executed for a locator with on-hand quantity of more than 0, and the count quantity is entered as 0, the system is approving the count without triggering an adjustment against system quantity.
EXPECTED BEHAVIOR

Expect to see an adjustment transaction for this cycle count entry.
STEPS
-----------------------
Schedule a manual cycle count for a serialized item that has quantity x in a locator and LPN.
Perform the Cycle Count Task, enter the count quantity as 0.
Navigate to the approvals form.
This count is automatically approved and no adjustment is triggered.
There should be an adjustment for -x
