Not Able To View Appraisals Through Manager Self Service

On : 12.1.3 version, Appraisals
Find that appraisals submitted to the manager for review are not viewable by the manager. The manager receives the notification that the employee transferred the appraisal over to them, yet they are not able to see the appraisal.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Employees submitted their appraisals
2. HR Professional says it is currently lying with the manager for review and appraisee
3. Manager gets a notifications that as a main appraiser, they need to appraise their reportee
4. When the manager clicks the manage appraisals link under the relevant plan, they are not able to view appraisals submitted by the employee
