Shipping/Freight Charges based on Order Amount Not Applied Correctly in iStore (Doc ID 1439573.1)

Symptoms

Find the Shipping Charges (Freight Charges) are not calculated correctly on iStore orders.

EXPECTED BEHAVIOR
-----------------------
Expect the Shipping Charges to be calculated as per modifier setup on formula.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Add items to the cart
2. Choose Checkout
3. The incorrect amount calculated for Shipping and Handling Charges
4. Change quantity and Recalculate price in the cart
5. Note that shipping charge is correct
