Symptoms

When attempting to create a Request for Quotation (RFQ) from an approved requisition within the Buyer Work Center, the following error occurs.

This issue only occurs when the selected item type is 'Goods or services billed by amount' when creating a requisition, rather there is no problem with the other two item types.

Replication Steps:
The issue can be reproduced at will with the following steps:

1. Go to the Purchasing Super User > Buyer Work Center > Requisitions
2. Change the view to see all approved requisitions
3. Change Document Builder to 'New RFQ'
4. Select one Requisition and click on the add button
5. Click on the Create button
6. Same error happens if you try to create an RFQ from a requisition in Oracle Sourcing
