Converted Jobs Are Over Issued By Crossdocking (Doc ID 1439660.1)

ACTUAL BEHAVIOR
---------------
We are using WMS, crossdocking, average cost and project manufacturing. Here are our steps for open job conversion:
1. Create the jobs.
2. Create on-hand qty via Misc Transaction.
3. Issue the components to the converted jobs.

Between step 1 and 2, we ran the WIP component pick release. It created the component back orders. Step3 didn't clear the back order. When performed the WIP completion for those components, they were crossdock issued to the converted jobs and caused the component over issued.

According to technical brief R12: How to do Planned and Opportunistic Cross Docking (<Doc ID 430935.1>), cross docking check the view wip_material_shortages_v, which is backed on the table wip_requirement_operations. I believed the root cause is WIP issue from the form doesn't update wip_requirement_operations.quantity_backordered.

Right now our instance has around 40000 WIP components lines, which requried qty <= issued qty and backordered qty > 0.

EXPECTED BEHAVIOR

Should not see over issue of components.

STEPS

The issue can be reproduced at will with the following steps:
1. Create the jobs.
2. Create on-hand qty via Misc Transaction.
3. Issue the components to the converted jobs.
