Service Preference Configuration is Unable to Handle "& Character in Exclude Words (Doc ID 1440199.1)

Symptoms

When attempting to add an ampersand '&' in the Exclude words for the Service Preference , the following issue is seen:

-- Issue
The Service Preference Threshold is changing after saving and preferences are being overridden

-- Expected Behavior
That the Service Preference Threshold would not change

-- Steps
The issue can be reproduced at will with the following steps.
Log into a support instance running OTM 6.2

1. Navigated to Trade Master Data > Screening Service Configuration > Service Preference
2. Clicked New and created New Service_Preference_1
3. Selected Restricted Party Screening for my service then clicked on on the 'i' button under Service Preference Configuration
4. Input the following:

Match Engine = Dice
Threshold = 670
Exclude Words input - &
For Screening Field Parameter input AD_HOC_PARTY_SCREENING _PARAMETER

5. Clicked Save, then Save Again.

After clicking Finished, I re-opened my Service Preference. Now when I look at it, I see threshold=0.67 and excludeWords=&, yet when I edit it I see my threshold shows .500 and in my exclude words it is blank. Is this expected?
