Assignment Update Back to Same Grade Ladder and Step does not Auto-Create Salary Record (Doc ID 1443582.1)

Find when updating an employee assignment from grade ladder step to non grade ladder step and back to the same grade ladder step, the salary record will not automatically get created.



Steps
The issue can be reproduced at will with the following steps.

1. Assign a grade ladder, step and hourly salary basis to employee assignment
2. Date track and change the assignment to a non grade ladder step, manually create the salary record
3. Date tack and change the assignment back to the same grade ladder and step
