US: Costing Generated For US Taxes That Were Not Withheld (Doc ID 1445992.1)

Goal

Costing is generated for Social Security and Medicare taxes calculated on Imputed earnings, but they are not actually withheld.

Costing should not be generated on taxes that are not withheld.

The taxes are actually withheld in the next pay generated. The additional taxes are taken out on this pay and costed then.

This results in the SS and Medicare taxes being costed twice.
