Error creating quote that contains a contact who is inactive on the Account Layer.

The Sold-To contact for this customer is inactive. Please choose a different Sold-To contact.
Invalid Contact for Given Customer Account

Steps to Reproduce

Responsibility: Oracle Customers Online
Navigation: Customer
1. Create customer: xyz Customer
2. Customer Contact: xyz Contact1 in the party layer
Responsibility: Oracle Quoting
Navigation: Quote
1. Create a Quote for the customer and add contact xyz Contact1 to the quote
2. Save
3. When the quote is saved, a record is automatically created in the Account Layer for the Contact
Responsibility: Oracle Customers Online
Navigation: Customer
1. Inactivate the contact on the Account Layer
  - Query customer xyz Customer
  - Accounts > Account Contacts > xyz Contact1 > Remove
Responsibility: Oracle Quoting
Navigation: Quote
1. Create a new quote for customer xyz Customer
2. Add contact name xyz Contact1 on the quote
3. Receive Error

Account Layer contact record has been inactivated
