Cannot Open Attachments From FYI Notifications

ACTUAL BEHAVIOR
---------------
When an employee add attachments to their Special Information and then submit their records, HR people receive FYI notifications where they can see one link per attachment.
Only URL attachment can be opened with success. Files or text attachments cannot be opened, only a blank page is displayed when trying to open those attachments.
EXPECTED BEHAVIOR
-----------------------
It should be possible to open all attachments in FYI notifications.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Employee Self-Service (R)
2. Personal Actions
3. Select "Salary Request Certificate" (This is a Special Information)
4. Add (B)
5. Enter all information in the segments of the SIT
6. Apply (B)
7. Next (B)
8. See the "Salary Request Certificate: Review" page.
9. Add 3 attachments: URL - pdf File - Text
10. Note that the Save Attachments check box is not selected.
11. Submit (B)
12. Log out
13. Log in as an HR person
14. See the FYI notification in the worklist
15. At the top of the page, see 3 links, one link for each attachment.
16. Click on the "URL" attachment and see a new page with all information
17. Click on the pdf or the text link, a new blank page is opening.

The issue has the following business impact:
This is a PRODUCTION issue. There is no way to transfer attachments from employee to HR people through FYI SIT notification.
